Rosalyn was born in New Orleans, Louisiana, and moved to California with her family when she was 10 years old. She holds a Bachelor of Science degree in Business Management from the University of Phoenix. She has served in various community organizations including United Way of the Inland Valleys and California School Administrators Association. She received the Moreno Valley Black Chamber of Commerce Humanitarian of the Year award in 2011.
Rosalyn has over 25 years of experience in Human Resources at the Auto Club of Southern California and Moreno Valley Unified School District. She was also executive assistant to the city manager in Moreno Valley and the pastor of her church. She is retired and enjoying quality time with her family.
Before women could join Toastmasters, Rosalyn Carter was a member of Toastmistress for 11 years. In 2005, she joined Toastmasters and has served in most club officer positions as well as TLI and Fall Conference Co-Chair, Division Governor, District Public Relations Officer, Lt. Governor Marketing, Lt. Governor Education & Training, and District Governor. She is currently an Ambassador for Toastmasters International’s Revitalized Education Program (REP), which is scheduled to launch in 2016. She is also a newly appointed Area Director for E3.
Rosalyn has presented workshops on leadership, coaching, mentoring, speaker to trainer, communication, club quality, public relations and team building for Toastmasters and other organizations. She has helped launch and rescue many clubs and received awards for marketing, education and training.
